No Western-pattern missile or artillery piece licensed to be built in Ukraine during 2026 has entered serial output or reached a Ukrainian unit. The signed paperwork exists and carries dates. BAE Systems concluded an agreement for the L119 light gun during the Farnborough airshow on 21 July. France authorised domestic production rights for SCALP cruise missiles, AASM guided bombs and Aster 30 interceptors on 14 July. Britain authorised the release of classified technical data covering British components of Storm Shadow on 24 August. Six weeks of announcements have produced zero delivered hardware.

That divide explains the whole problem. A government clearance to open talks is not a signed licence, a signed licence is not a transferred technical data package, a data package does not build a working prototype, and a prototype is not a manufacturing rate. Most press reports compress that entire sequence into the phrase "Ukraine will produce", flattening years of industrial setup into a momentary headline.

What a Licence Actually Delivers

Setting up licensed production requires seven distinct steps, and each stage carries its own failure mode. Political clearance comes first, then a signed agreement, then the physical transfer of technical documentation, then an operational prototype, then certification and state trials, then serial output at a stated rate, and only then delivery to the Defence Forces. Official announcements crowd around steps one and two because only those stages yield a photograph.

Kyiv holds one practical measuring stick for climbing the rest of the ladder, though the arrangement ran in the opposite direction. In November 2025 Britain and Ukraine signed an agreement licensing the Ukrainian-designed Octopus interceptor drone for manufacture in the United Kingdom, with a target in the thousands of units per month. By late 2026 engineers had transferred the technology to three British manufacturers with eleven more preparing facilities, and the line was in mass production. Signature to rate took ten months.

The Octopus sets a ceiling rather than a floor. A propeller-driven interceptor drone demands no serious certification regime, uses no export-controlled seeker, and has no requirement to survive a Mach-transition. A 105 mm towed gun and a low-observable cruise missile must answer for all three.

Soldiers have reportedly received only a single Western type assembled on Ukrainian soil: Ukrainian Defence Industry has put together the Canadian Roshel Senator armoured vehicle under licence since 2025, though public knowledge of the contract terms and manufacturing pace rests on secondary compilations rather than a published agreement. A wheeled armoured truck represents the easiest possible case. No guidance package, no propellant chemistry, no allied certification gate.

The L119 and the Barrel Bottleneck

The conflicting calendar dates surrounding the BAE deal clear up cleanly. BAE Systems and its Ukrainian partner signed documents at Farnborough on 21 July 2026, followed by corporate and trade-press releases on 21 and 22 July. Coverage appearing on 26 July reflects aggregation lag rather than a second event. Neither side has named the Ukrainian partner, a silence BAE attributes to operational security.

What the agreement grants remains narrower than headlines suggest. Giles Ambrose, who directs engineering, technology and strategy for BAE Systems Weapon Systems UK, described the arrangement as support for "the development of sovereign capability where it's needed most" and for the industrial resilience and skills needed to sustain it. In practice the Ukrainian partner receives technical data and engineering guidance sufficient to build one prototype gun for testing. That represents step three moving into step four, with certification, rate and delivery all still ahead.

Low weight gives the gun its place in a war usually described around 155 mm howitzers and drones. At roughly 1,980 kg the L119 can be slung under a helicopter or towed by a light vehicle, allowing a small crew to fire and displace before Russian counter-battery radar and reconnaissance drones close the loop. Britain sent the guns from 2022. Shortages of 105 mm ammunition supply have always choked operations, and a domestic line addresses exactly that.

Next comes the barrel. Artillery tubes are a metallurgical problem rather than an assembly problem, and Britain had largely lost the capability itself. The UK Ministry of Defence awarded BAE Systems a £61 million contract to restore forging at the Ministry-owned Sheffield Forgemasters site, sending the first four of 150 ordered 105 mm and 155 mm barrels to Ukraine as development forgings in mid-July 2026.

Early Ukrainian L119 output will combine British-forged tubes with Ukrainian carriages, sights and fire control, adding integration into the Kropyva battlefield management system as the local contribution. That brings genuine value. It is not manufacture from raw steel, and nobody involved has claimed otherwise.

What the Storm Shadow Transfer Left Out

Reporting places the Storm Shadow decision on 24 August 2026, during Prime Minister Andy Burnham's first visit to Kyiv, when Britain authorised MBDA to release classified technical data covering the British components of the missile. The legal instrument itself has not been published. What exists in the public record is trade and broadcast coverage of a decision, not an export-control document with a reference number, and that distinction matters for a claim this large.

France acted earlier and more openly. The 14 July 2026 joint declaration signed by Emmanuel Macron and Volodymyr Zelensky authorised licensed Ukrainian production of AASM bombs and SCALP missiles "before the end of 2026 and starting as soon as possible", alongside Aster 30 interceptors. Because Storm Shadow and SCALP share the same airframe while dividing flight software, jet integration and subcomponent ownership across the Franco-British MBDA consortium, both capitals had to move for either decision to matter. Both did. Neither government, and neither MBDA entity, has walked the authorisations back.

Commentators have attached a transactional framing to the British decision that collapses under examination. On 25 August, one day after the data release, Britain and Ukraine signed an artificial-intelligence agreement giving London access to Ukraine's Avengers AI Labs battlefield data estate. Reporting extending into early September portrayed the first move as payment for the second. Neither government has stated any legal or conditional link between them. Two announcements in the same week remain two announcements in the same week.

The harder point is what data transfer cannot solve. Radar-absorbent materials, the Microturbo TRI 60-30 turbofan, the BROACH tandem penetrating warhead and the imaging infrared seeker each present an independent industrial problem, and the seeker in particular sits at the classified end of the consortium's intellectual property. Reporting on the end-2026 ambition describes final assembly in Ukraine, with guidance, propulsion and fuzing subsystems still arriving from Britain and France off production lines that only restarted in July 2026. What Ukraine gets on that timetable, if it holds, is a mating hall.

Shells Prove the Working Model

Ammunition is where the model has actually delivered hardware. Ukrainian Armor, the country's largest private arms manufacturer, signed a licensing and technology-transfer agreement with the Czech holding company Czechoslovak Group in October 2025, and NATO-standard 155 mm M107 rounds from that arrangement are in serial production and have reached the front. On the seven-step ladder, that marks step six passing into step seven, and it is the only Western-design case in the guided-weapon and artillery category that has got there.

The quoted figures demand close scrutiny. The figures of 100,000 rounds of 155 mm and 50,000 rounds of 105 mm per year are initial capacity, and the larger indicative plan announced by Ukrainian Armor chief executive Vladyslav Belbas, 240,000 M107 rounds and 60,000 extended-range ERFB-BT rounds, is a target. Neither programme has published an audited output figure.

Why it works comes down to chemistry that Ukraine did not have to solve. Explosive fill and propellant remain the binding constraint across European shell production generally, and the nitrocellulose bottleneck has throttled expansion across the continent. CSG supplies the propellant charges, fuzes and initiators directly, which lets Ukrainian Armor manufacture around the constraint rather than through it. Belbas has put initial localisation at roughly half the shell's value, with 80 per cent as the longer-term aim.

The licensed shell, on those figures, remains half an import.

Rheinmetall's Ukrainian 155 mm plant is a step behind and provides a useful control. Defence Ukraine's tracking of Rheinmetall's four announced Ukrainian factories found in May 2026 that the artillery plant had not broken ground on a 24-month clock due to expire that summer; construction is now reported to be under way, with no commissioning date announced. The capacity figure has moved from 150,000 to 300,000 rounds a year, a doubling that chief executive Armin Papperger has attributed to a Ukrainian request and placed one to two years out. Both numbers remain targets. Neither represents finished output.

Another headline metric requires its denominator. The Defence Procurement Agency has said that 80 per cent of the artillery shells it orders, specifically long-range 155 mm, come from Ukrainian manufacturers. That tally measures contracted orders placed by one agency. It tells nothing about what Ukrainian gun crews fire, which still leans heavily on donated stock and the Czech-led ammunition initiative.

What Actually Counts as Ukrainian

Licensed assembly creates a classification problem that nobody has solved. Weapons bought with money from the European Union's €90 billion Ukraine Support Loan cannot draw more than 35 per cent of their value from outside the EU and the European Economic Area, and Ukrainian production counts on equal footing with European manufacture. Defence Ukraine's analysis of how the origin rule governs Ukraine's Patriot purchases set out the waiver mechanics, which run item by item with the burden of proof on Kyiv.

Apply that arithmetic to a Ukrainian-assembled Storm Shadow and the result is awkward. Britain sits outside both the EU and the EEA. A missile built in Ukraine around a British seeker, a British warhead and British fuzing could carry more non-EU content by value than the cap allows, even though every step of the arrangement was designed to strengthen European supply. The SCALP variant, with French subsystems, is cleaner. No EU procurement authority has ruled on any of it, and the derogation member states agreed in early September covers imported Patriot components, which is a different question entirely: permission to buy an American system says nothing about how a licensed Ukrainian build gets classified.

Domestic bookkeeping creates identical confusion. Ukraine's Ministry of Defence entered 1,526 weapon and equipment models into its codification register in the first eight months of 2026, against 983 in the same period of 2025, with the Ukrainian-made share rising from 86 to about 91 per cent. Defence Ukraine's examination of what the codification numbers do and do not prove found that the register measures administrative throughput rather than capability. Licensed Western designs count inside that Ukrainian-made share wherever final assembly or substantial value addition happens domestically. That percentage tracks where workers turn screws, not who owns the drawings.

Patriot remains the ceiling nobody has reached. President Donald Trump pledged an interceptor licence at the July 2026 NATO summit, and the arc that followed is covered in Defence Ukraine's account of the Patriot licence announced and then withdrawn. Defense News reported on 14 August 2026 that Lockheed Martin and Raytheon had put the brakes on the joint-production deal while executives weighed what was feasible against Washington's export-control process. Washington has granted no authorisation. Ukraine's workaround, Project Freyja, gathers ten European states around Fire Point's FP-7.X interceptor, with a minimum viable product targeted for mid-2027.

A Licensed Facility Has a Fixed Address

Digital schematics cross encrypted lines. Tooling, presses, propellant stores and finished rounds do not. Every licence signed in 2026 converts a political commitment into a building with coordinates, and Russian forces spent the summer demonstrating what they do with coordinates. Defence Ukraine's analysis of the munitions storage gap behind the Vyshneve and Myla strikes documented the consequences: prosecutors found 18 metres between stored ordnance and the nearest house at Vyshneve, and charged Ukroboronprom officials under Article 367 of the Criminal Code.

Commercial insurance rules compound the risk. No commercial insurer writes war-risk cover for Ukrainian defence inventory, so manufacturers move finished stock off their own premises to state depots as fast as they can, which is how output ends up concentrated in exactly the facilities that were hit. Hardened underground magazines are the answer, and engineering units are not building them at the rate production is scaling.

A second friction stems from contracts rather than bombs. Licensed output carries royalties, end-use restrictions and a prohibition on unauthorised export, which collides with Ukraine's own new commercial strategy. Cabinet Resolution No. 875 of 1 July 2026 created the wartime procedure by which Ukrainian manufacturers monetise idle capacity, a regime examined in Defence Ukraine's account of Ukraine's controlled arms exports. A licensed L119 or a CSG-pattern shell cannot be sold to a third country without the licensor's consent. The surplus logic stops at the licence boundary, and every new licence draws that boundary around a larger share of Ukrainian industrial output.

Industrial cooperation runs both directions. Canada and Ukraine signed a hundred-year partnership in Calgary on 10 September 2026, under which General Dynamics Mission Systems-Canada will work with the Ukrainian firm Green Tech Harvest on drone development and production. Like the Octopus arrangement before it, that co-production is announced rather than built.

Strategic Implications for Ukraine

The licences signed between July and September 2026 will be judged on four questions, and none of them will be answered by another signing ceremony.

  1. The prototype remains the real gate. The BAE arrangement funds one L119 prototype for proving grounds, and everything downstream hangs on what that gun does on the range. State trials for artillery are not a formality: inspectors test barrel life, accuracy at charge, and whether a Ukrainian-built carriage holds tolerance under repeated firing. A prototype delivered in the first quarter of 2027 puts serial output somewhere in late 2027 at the earliest. A prototype that fails trials resets the clock entirely, and no announcement has committed anyone to a delivery date.
  2. The subassembly list defines the real dependency. Each licence specifies what remains imported, and those lists measure the sovereignty actually gained. British barrel forgings for the L119, British and French guidance, propulsion and fuzing for Storm Shadow and SCALP, Czech propellant and initiators for the shells. Ukraine has traded reliance on finished-weapon donations for reliance on component shipments, which offers the better position because parts are cheaper, more fungible and less politically visible than complete missiles. It still falls short of independence, and treating it as such misprices the risk of a future export-licence suspension.
  3. Origin classification is unfinished business with serious money attached. The 35 per cent non-EU content cap on Ukraine Support Loan purchases was drafted before anyone contemplated a British-designed missile assembled on Ukrainian soil. Until the European Commission issues a classification rule for mixed-origin licensed builds, Ukrainian manufacturers cannot price a bid or plan a supply chain against loan-funded orders with any confidence. Kyiv holds an interest in forcing that ruling early, while the problem concerns a handful of systems rather than a live dispute over an executed contract.
  4. Dispersal is a line item nobody has funded. Every licensed plant clusters more value inside Russian strike range, and the licensor carries no duty to pay for protecting it. Underground or distributed manufacturing drives up the unit cost of every round and every airframe, and that expense sits with the Ukrainian partner rather than the Western prime collecting royalties. Whether MBDA assembly ends up in a hardened facility or a distributed network of small nodes remains the most consequential unreported detail of the Storm Shadow arrangement.

The next six months bring three calendar tests. Whether BAE Systems and its unnamed partner complete the L119 prototype by the first quarter of 2027. Whether the Rheinmetall plant moves from construction to commissioning. And whether the competitive selection for a permanent head of the Defence Procurement Agency concludes by the end of 2026, since the agency that writes the contracts decides which licensed lines get orders.

None of those milestones yields weapons. The earliest credible date for a Ukrainian-built L119 or a Ukrainian-assembled Storm Shadow reaching a unit is late 2027, and that assumes tooling, imported subassemblies and certification all arrive on schedule. Until then artillery shells remain the only part of this model that has put anything in front of a gun.
